12-01-2004 Organizational Meeting
MEETING of the Town Council, being the Organizational Meeting, to be held Wednesday, December 1, 2004 at 7:00 o'clock p.m. in the Council Chamber, Town Building, Harrisville, for and within the Town of Burrillville.


MEMBERS PRESENT:  Councilors William A. Andrews, Nancy F. Binns, Margaret L. Dudley, Ronald E. Faford, William E. Gonyea, Wallace F. Lees and Jacqueline Zahn.


MEMBERS ABSENT:  


        1.      That in accordance with Article III, Section 3.01 and Section 3.02 entitled Town Council of the Town Charter, the Town Council shall meet this day for the purpose of entering upon their respective duties and for the appointment and approval of such Town Offices as are by law made elective by the Town Council; and that the oath of office shall be administered to all newly elected town officials.

        2.      That in accordance with Article III, Section 3.08 of the Town Charter, Councilor __________ be and hereby is appointed President of the Town Council.

        3.      That in accordance with Article III, Section 3.08 of the Town Charter, Councilor __________ be and hereby is appointed Vice President of the Town Council.

        4.      That in accordance with Article VII, Section 7.01 of the Town Charter, ____________________  shall be appointed Town Solicitor to serve at the pleasure of the Town Council. (The incumbent is Walter J. Kane)

        5.      That in accordance with Article VII, Section 7.01 of the Town Charter, William L. Bernstein, Nichole Carroll, Patrick J. Dougherty and Timothy F. Kane shall be designated as Assistant Town Solicitors; and that the attorney selected by the School Committee shall be appointed Assistant Town Solicitor, at the request of Town Solicitor Walter J. Kane; and that Jeffrey W. Kasle shall be designated as Special Counsel for Labor Relations.

        6.      That in accordance with Article VI, Section 6.02 of the Town Charter, ______________________  shall be appointed Judge of Probate for the ensuing two years, term of office to be concurrent with that of the Town Council.  (The incumbent is Pierre G. Rondeau)

        7.      That in accordance with Chapter XV, Section 15-7(f) of the General Ordinances of the Town of Burrillville, _________________ shall be appointed Judge for the Municipal Court.  The term of appointment shall be for two (2) years, terminating on December 31, 2006.  (The incumbent is Joseph P. Carroll)

        8.      That in accordance with Chapter XV, Section 15-7(f) of the General Ordinances of the Town of Burrillville, _________________ shall be appointed Associate Judge for the Municipal Court.  The term of appointment shall be for two (2) years, terminating on December 31, 2006.  (The incumbent is Richard E. Kyte, Jr.)

        9.      That by virtue of her/his office as President of the Town Council of the Town of Burrillville ________________________ be and she/he hereby is a member of the Board of Administration.
                
        10.     That in accordance with a Trustee Deed recorded by the late Austin T. Levy and recorded in Deed Book 43, Page 372 to 382 inclusive, of the Records of Deeds in the Town of Burrillville, Council President _______________________ be and she/he hereby is appointed Chairman of the Board of Administration.

        11.     That the appointment of three (3) members of the Town Council Ordinance Subcommittee be now taken up.  (The incumbents are William A. Andrews and Ronald E. Faford.)

        12.     That the appointment of three (3) members of the Town Council Screening Subcommittee be now taken up.  (The incumbents are William A. Andrews, Wallace F. Lees and Jacqueline Zahn.)

        13.     That discussion of establishing an Administrative Audit Committee be now taken up.

        14.     That the appointment of a liaison between the Town Council and the Burrillville Organization for Substance Abuse Prevention (BOSAP) be now taken up. (The incumbent is Wallace F. Lees)

        15.     That the appointment of a liaison between the Town Council and the Downtown Pascoag Neighborhood Association (DPNA) be now taken up.

        16.     That the appointment of a liaison between the Town Council and the Burrillville Extended Care be now taken up.  (The incumbent is Jacqueline Zahn)

        17.     That the appointment of a liaison between the Town Council and the Burrillville Housing Authority be now taken up.  

        18.     That the appointment of a liaison between the Town Council and the Burrillville Industrial Foundation be now taken up.  

        19.     That the appointment of a liaison between the Town Council and the Jesse M. Smith Memorial Library be now taken up.

        20.     That the appointment of a liaison between the Town Council and the Planning Board be now taken up.  (The incumbent is Ronald E. Faford)

        21.     That the appointment of a liaison between the Town Council and the Burrillville Recreation Commission be now taken up.  (The incumbent is William A. Andrews)

        22.     That the appointment of a liaison between the Town Council and the School Committee be now taken up. (The incumbent is Ronald E. Faford)

        23.     That the appointment of a liaison between the Town Council and the Burrillville Senior Citizens be now taken up.  

        24.     That the appointment of a liaison between the Town Council and the Sewer Commission be now taken up.  

        25.     That the appointment of a liaison between the Town Council and the Zoning Board of Review be now taken up.  (The incumbent is William E. Gonyea)
