01-25-2006 Council Regular Meeting
REGULAR MEETING of the Town Council to be held on Wednesday, January 25, 2006 at 7:00 p.m. in the Town Council Chambers, Town Building, 105 Harrisville Main St., Harrisville, for and within the Town of Burrillville.

MEMBERS PRESENT:  Council President Wallace F. Lees; Councilors Jacqueline Zahn, William A. Andrews, Nancy F. Binns, Margaret L. Dudley, Ronald E. Faford and William E. Gonyea.

MEMBERS ABSENT:  



        1.     Pledge of Allegiance



       2.      That the question of accepting the minutes of the regular meeting held January 11, 2006;  the continued show cause hearing held January 11, 2006; the special meeting held December 28, 2005; and the question of dispensing with the reading of said minutes; be now taken up.

06-013  Proclamation honoring the Burrillville High School Football team on winning the Division III Superbowl.

06-015  Correspondence from Louise R. Phaneuf, Town Clerk, relative to a $10,000 donation from the June Rockwell Levy Foundation to the Bicentennial Commission, made in honor of the late Councilor Louis Bleiweis.

05-359  Proposed amendments to the ordinances of the Town of Burrillville, 2004 Revision, relative to Chapter 18, adding §18-30 Optional twenty-year retirement on service allowance; for first reading and scheduling of a public hearing.

06-016  Correspondence from Kurt Schatz, Chairman, Burrillville Recreation Commission, regarding the Commission’s recommendations related to the awarding of bids for the operations of the Food/Ice Cream and Arcade concessions at Spring Lake Beach.



06-017  Correspondence from Dalen Favali, BHS Music Department and Richard J. Goudreau, BHS Band Boosters, regarding their request for C.I.P. funds to purchase band uniforms.



06-018  Correspondence from Col. Bernard E. Gannon regarding an on-street parking evaluation.



06-019  Correspondence from the Burrillville Planning Board regarding their recommendation for approval of revisions to the Burrillville Comprehensive Plan and Zoning Ordinance.



06-020  Correspondence from Benjamin M. Scungio, Esq., regarding the School Committee’s request that the Town Council schedule an executive session and negotiations workshop relative to negotiations of collective bargaining agreements.



06-021  Correspondence from Barbara A. VonVillas, Ph.D., Superintendent of Schools, relative to the School Department’s request to establish a revolving fund for Special Education tuitions.



06-022  MOTION to appoint Kevin Cleary the Tree Warden for 2006, subject to his becoming a licensed arborist within six (6) months of assuming the office of tree warden; to be considered and acted on.



06-023  MOTION to approve the Budget Calendar for FYE 6/30/2007; to be considered and acted on.



06-024  Correspondence from Michael C. Wood, Town Manager, regarding consideration and action on applying debt reduction funds to the FY2007 budget.
