12-13-2006 Town Council Regular Meeting
POSTED:  December 7, 2006


MEETING of the Town Council to be held Wednesday, December 13, 2006 at 7:00 o'clock p.m. in the Media Center, Burrillville High School, 425 East Avenue, Harrisville, for and within the Town of Burrillville.

PRESENT:  Nancy F. Binns, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., Wallace F. Lees, Norman C. Mainville and Cynthia L. Roe

MEMBERS ABSENT:  


1.      Organization of the Burrillville Town Council, to be considered and acted on:


A.      That in accordance with Article III, Section 3.01 and Section 3.02 entitled Town Council of the Town Charter, the Town Council shall meet this day for the purpose of entering upon their respective duties and for the appointment and approval of such Town Offices as are by law made elective by the Town Council; and that the oath of office shall be administered to all newly elected town officials.



B.      That in accordance with Article III, Section 3.08 of the Town Charter, Councilor ________________ be and hereby is appointed President of the Town Council.  (Incumbent:  Wallace F. Lees).



C.      That in accordance with Article III, Section 3.08 of the Town Charter, Councilor ______________ be and hereby is appointed Vice President of the Town Council.



D.      That in accordance with Article VII, Section 7.01 of the Town Charter, __________________________  shall be appointed Town Solicitor to serve at the pleasure of the Town Council. (Correspondence from Walter J. Kane, Esq. and Timothy F. Kane, Esq.)



E.      That in accordance with Article VII, Section 7.01 of the Town Charter,
                
__________________________________________________________________ shall be designated as Assistant Town Solicitors; and that the attorney selected by the School Committee shall be appointed Assistant Town Solicitor, at the request of Town Solicitor; and that Jeffrey W. Kasle shall be designated as Special Counsel for Labor Relations.  (Correspondence from Timothy F. Kane, Esq.)


F.      That in accordance with Article VI, Section 6.02 of the Town Charter, ______________________  shall be appointed Judge of Probate for the ensuing two years, term of office to be concurrent with that of the Town Council.  (Correspondence from incumbent, Pierre G. Rondeau, Esq.)



G.      That in accordance with Chapter XV, Section 15-7(f) of the General Ordinances of the Town of Burrillville, _________________ shall be appointed Judge for the Municipal Court.  The term of appointment shall be for two (2) years, terminating on December 31, 2008.  (Correspondence from incumbent, Joseph P. H.      That in accordance with Chapter XV, Section 15-7(f) of the General Ordinances of the Town of Burrillville, _________________ shall be appointed Associate Judge for the Municipal Court.  The term of appointment shall be for two (2) years, terminating on December 31, 2008.  (Correspondence from incumbent, Richard E. I.      That by virtue of her/his office as President of the Town Council of the Town of Burrillville ________________________ be and she/he hereby is a member of the Board of Administration.
                


J.      That in accordance with a Trustee Deed recorded by the late Austin T. Levy and recorded in Deed Book 43, Page 372 to 382 inclusive, of the Records of Deeds in the Town of Burrillville, Council President _______________________ be and she/he hereby is appointed Chairman of the Board of Administration.



K.      That the appointment to the Town Council Ordinance Subcommittee of three (3) members and one (1) alternate member be now taken up.  (Incumbents:  Nancy F. Binns, Margaret L. Dudley)



L.      That the appointment to the Town Council Screening Subcommittee of three (3) members and one (1) alternate member be now taken up.  (Incumbent:  Wallace F. Lees.)



M.      That the appointment of two (2) Councilors to the Administrative Audit Committee be now taken up.  (Incumbent:  Margaret L. Dudley)



N.      That the appointment of a liaison between the Town Council and the Burrillville Organization for Substance Abuse Prevention (BOSAP) be now taken up.



O.      That the appointment of a liaison between the Town Council and the Downtown Pascoag Neighborhood Association (DPNA) be now taken up.



P.      That the appointment of a liaison between the Town Council and the Burrillville Extended Care be now taken up.  



Q.      That the appointment of a liaison between the Town Council and the Burrillville Housing Authority be now taken up.  (Incumbent:  Margaret L. Dudley)



R.      That the appointment of a liaison between the Town Council and the Burrillville Industrial Foundation be now taken up.  



S.      That the appointment of a liaison between the Town Council and the Jesse M. Smith Memorial Library be now taken up.  (Incumbent:  Wallace F. Lees)



T.      That the appointment of a liaison between the Town Council and the Planning Board be now taken up.



U.      That the appointment of a liaison between the Town Council and the Burrillville Recreation Commission be now taken up.  (Incumbent:  Nancy F. Binns)



V.      That the appointment of a liaison between the Town Council and the School Committee be now taken up.



W.      That the appointment of a liaison between the Town Council and the Burrillville Senior Citizens be now taken up. (Incumbent:  Wallace F. Lees)



X.      That the appointment of a liaison between the Town Council and the Sewer Commission be now taken up.  



Y.      That the appointment of a liaison between the Town Council and the Zoning Board of Review be now taken up.  (Incumbent:  Nancy F. Binns)



Z.      That the appointment of a liaison between the Town Council and the W.L. Callahan Building Committee be now taken up.  (Incumbent:  Nancy F. Binns)



AA.     That the appointment of a liaison between the Town Council and the Library Building Committee be now taken up.
        


2.      Petitions to be considered and acted on:


06-315  Petitions of Verizon New England Inc. and The Narragansett Electric Company for permission to locate and maintain poles, wires and fixtures, including the necessary sustaining and protecting fixtures along and across the following public ways:

A.      Pulaski Road – to relocate three joint pole locations as shown on the attached plan (necessity – the relocations are required for road improvements); and

B.      Power Lane – to relocate two joint pole locations as shown on attached plan (necessity – the relocations are required for road improvements).


3.      New Business to be considered and acted on:


06-316  Correspondence from Scott P. Rabideau, Chair, Burrillville Sewer Commission, regarding the Commission’s request that the Town Council consider and act on a temporary waiver of the drainage ordinance for certain residences.



4.              Adjournment.
