REGULAR MEETING of the Burrillville Town Council to be held Wednesday, March 12, 2008 at 7:00 P.M. in the Town Council Chambers, 105 Harrisville Main St.,  Harrisville for and within the Town of Burrillville.

PRESENT:  Council President Nancy F. Binns, Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe

MEMBERS ABSENT:

2.      That the question of accepting the minutes of the regular meeting held February 13, 2008; and the question of dispensing with the reading of said minutes; be now taken up.

08-074  Correspondence from Councilor Norman C. Mainville regarding his request that the Town Council recognize Kenneth Lussier for his actions in assisting a motorist who was involved in an accident.


08-075  Correspondence from Councilor Norman C. Mainville regarding his request that the Town Council recognize the Burrillville High School Robotics Team, its Faculty Advisor, and the engineers of Raytheon Company.


08-076  Correspondence from Council President Nancy F. Binns regarding her request that the Town Council recognize the Board of Canvassers and the poll workers for a job well done at the March 4, 2008 Presidential Preference Primary.


08-077  Application for a Class F Liquor License from Nasonville Volunteer Fire Department for the Spring Chowder and Clam Cake dinner to be held on April 20, 2008 at 2577 Victory Highway (Map 114, Lot 32) on property owned by the Nasonville Fire District.

08-040  Correspondence regarding the request of the Pascoag Upper Dam Association that the Town Council reconsider the issue of the Dam Management District and related resolution.


07-317  Correspondence from Councilor Margaret Dudley, Chair, Ordinance Subcommittee, regarding the subcommittee's requests: 1) to present a summary of the status of the Dam Management District ordinance proposal and 2) for the Council's guidance on the ordinance.


08-039  Correspondence from Tom Kravitz, Town Planner, regarding a Planning Board recommendation of Bruce Ferreira as the liaison to the Senior Center Feasibility Study Committee.


8.      New Business to be considered and acted upon:


08-078  Correspondence from Councilor Margaret L. Dudley, Chair, Ordinance Subcommittee, regarding the Subcommittee's recommendations:


A.      that the Burrillville Town Council accept the roadway for the new Jesse M. Smith Library complex, as requested by the Planning Board;

B.      that the Burrillville Town Council formally name the roadway "Tinkham Lane" as recommended by the Library Building Committee;

C.      that signage be installed prohibiting improper use of skateboards, bicycles and scooters;

D.      first reading of a proposed ordinance establishing a 10 mile per hour speed limit for the roadway; and that a public hearing be scheduled.

08-079  First reading of a proposed ordinance relative to proposed changes to §30-208. Rural Residential Compounds, as recommendation by the Ordinance Subcommittee; and that a public hearing be scheduled.


08-080  First reading of a proposed ordinance relative to proposed changes to §25-81 and §25-82 relative to tax credits, as recommendation by the Ordinance Subcommittee; and that a public hearing be scheduled.

08-081  Proposed resolution relative to An Act Relating to State Affairs and Government - The Rhode Island Taxpayer and Citizen Protection Act of 2008, as requested by Ms. Susan Kent; to be considered and acted on.


08-082  Proposed resolution in opposition to An Act Relating to Parks and Recreational Areas - Public Use of Private Lands - Liability Limitations; to be considered and acted on.
