REGULAR MEETING of the Town Council held on Wednesday, September 10, 2003 at 7:00 o'clock p.m. in the Council Chamber, Town Building, Harrisville, for and within the Town of Burrillville.
MEMBERS PRESENT: Council President Wallace F. Lees; Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea.
MEMBERS ABSENT: Councilor Jacqueline Zahn was excused.
1. Council President Wallace F. Lees led those present in pledging allegiance to the flag.
2. VOTED to accept the minutes of the workshops held August 13, 2003 and August 18, 2003 and the regular meeting held on August 27, 2003; and dispense with the reading of said minutes.
Motion by Councilor William E. Gonyea. Seconded by Councilor Ronald E. Faford. The vote was unanimous by the six members in attendance. Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea. Councilor Jacqueline Zahn was excused.

4. General Good and Welfare of the Town of Burrillville.
Michael C. Wood, Town Manager, advised the Town Council that he would be away at a conference from September 17 – 24, 2003.

6. Special Business:
03-261 VOTED to receive and open the correspondence from Colonel Bernard E. Gannon, Chief of Police, regarding commendations of citizens Kevin McCaffery, Spencer Greatorex and Kyle McCombs.
Motion by Councilor William A. Andrews. Seconded by Councilor Ronald E. Faford. The vote was unanimous by the six members in attendance. Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea. Councilor Jacqueline Zahn was excused.
Discussion: Kevin McCaffery, Spencer Greatorex and Kyle McCombs were introduced. Col. Bernard E. Gannon and Patrolman Brian Pitts explained that these residents were instrumental in the apprehension of a felon who had accosted an elderly resident. They offered brief comments, commending the residents. Also in attendance was Johnston, RI Councilor Ernest F. Pitochelli, who added his thanks on behalf of his wife, who had been assaulted by the same felon. Council President Wallace F. Lees presented certificates of recognition to Kevin McCaffery, Spencer Greatorex and Kyle McCombs.
03-262 VOTED to receive and open the proclamation declaring September 2003 as National Alcohol and Drug Addiction Recovery Month.
Motion by Councilor William A. Andrews. Seconded by Councilor Ronald E. Faford. The vote was unanimous by the six members in attendance. Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea. Councilor Jacqueline Zahn was excused.
Discussion: Council President Wallace F. Lees acknowledged the presence of Kathan Mospaw, Chair, Burrillville Narcotics Guidance Council. He instructed the clerk to read the following proclamation:
BURRILLVILLE TOWN COUNCIL
PROCLAMATION
WHEREAS, on behalf of the citizens of the Town of Burrillville, the Town Council of the Town of Burrillville is pleased to celebrate September 2003 as National Alcohol and Drug Addiction Recovery Month; and
WHEREAS, acknowledging September 2003 offers those involved in substance abuse treatment an opportunity to educate the public, community organizations, and public officials about the effectiveness of treatment, both societal and financial; and
WHEREAS, substance abuse is a major public health problem that affects millions of Americans of all ages, races and ethnic backgrounds and in all communities, and which has a huge medical, societal and economic cost;
WHEREAS, thousands of health care providers have dedicated their lives to the recovery process and to the education of the public about alcoholism, drug dependence and treatment issues;
NOW THEREFORE BE IT RESOLVED that we, the Town Council of the Town of Burrillville do hereby proclaim the month of September 2003 as
National Alcohol and Drug Addiction Recovery Month
in the Town of Burrillville and encourage all citizens to support this year’s theme – “Join the Voices for Recovery: Celebrating Health” – by supporting men, women and youth who are in drug and alcohol addiction treatment and recovery.
Adopted this 10th day of September 2003.
The proclamation was presented to Kathan Mospaw, who thanked the Town Council on behalf of the Burrillville Narcotics Guidance Council and all those who fight to recover from drug and alcohol addiction. Michael C. Wood, Town Manager, added recognition of the Burrillville Narcotics Guidance Council, and to Kathan Mospaw in particular, for the dedication and hard work in sustaining prevention efforts during the past few, difficult, months. He recommended that the Town Council formally commend the Narcotics Guidance Council.
VOTED to adopt the proclamation and send a letter of commendation to the Burrillville Narcotics Guidance Council.

03-263 VOTED to award the purchase of a new Special Service Bus to Dattco, Inc., 583 South Street, New Britain, CT 06051 at a cost of $58,599.
Motion by Councilor William A. Andrews. Seconded by Councilor Ronald E. Faford. The vote was unanimous by the six members in attendance. Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea. Councilor Jacqueline Zahn was excused.
Discussion: Under discussion, Councilor William A. Andrews stated that $62,000 had been budgeted for this item.
03-264 VOTED to appoint Michael Gingell to the Burrillville Housing Authority to complete the unexpired term of Gerald Fournier; term to expire October 31, 2005.
Motion by Councilor Louis Bleiweis. Seconded by Councilor Edward F. Bonczek. The vote was unanimous by the six members in attendance. Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea. Councilor Jacqueline Zahn was excused.
03-265 VOTED to accept with regret the resignation of Michael G. Brown from the Burrillville Redevelopment Agency.
Motion by Councilor Louis Bleiweis. Seconded by Councilor William E. Gonyea. The vote was unanimous by the six members in attendance. Voting in favor of the motion were Council President Wallace F. Discussion: The clerk was instructed to notify the screening subcommittee of the vacancy.

03-268 VOTED to grant the request for Executive Session from Town Manager Michael C. Wood pursuant to Rhode Island Open Meeting Law [42-46-5 (a)(5)] for discussions or considerations related to the acquisition, sale and exchange of real property.
Motion by Councilor William E. Gonyea. Seconded by Councilor William A. Andrews. The vote was unanimous by the six members in attendance. Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea. The Council returned to open session at 7:40 p.m.
Councilor President Wallace F. Lees announced that no votes had been taken.
