SPECIAL MEETING of the Burrillville Town Council held Wednesday, December 28, 2005 at 9:00 a.m. in the Town Council Chamber, Town Building, 105 Harrisville Main St.,  Harrisville, for and within the Town of Burrillville.

MEMBERS PRESENT:  Councilors Jacqueline Zahn, William A. Andrews, Nancy F. Binns, Margaret L. Dudley, Ronald E. Faford and William E. Gonyea.

MEMBERS ABSENT: Council President Wallace F. Lees was excused due to vacation.

Note:  Council Vice President Jacqueline Zahn noted for the record that Michael C. Wood, Town Manager, was excused due to vacation.

Discussions, considerations and action relative to modifications proposed for the intersection of Harrisville Main St. and Chapel St., Harrisville as part of the Route 107 Streetscape project.

Council Vice President Jacqueline Zahn turned the discussion over to Richard A. Bernardo, P.E., Director of Public Works and Engineering Services to report on the meeting that he and the Manager had with Ed Parker, Chief Engineer, Department of Transportation.  Mr. Bernardo described the purpose of the proposal, the nature of long-range planning in road construction, and reviewed the discussion about possible changes to the plan for Route 107.  Mr. Bernardo reported that, while the State Traffic Commission supported the plan for the island at Harrisville Main St. to promote pedestrian safety, they would allow the island to be removed from the plan.  Mr. Bernardo reviewed the design as it relates to curbing and reported that the State Traffic Commission would be unlikely to approve changes to that portion of the design.  

Mr. Bernardo indicated a cost of $1,500 for engineering/design to revise the plan, removing the island from the plan.  At the request of Council Vice President Jacqueline Zahn, Mr. Bernardo reviewed the development of the Route 107 streetscape project.  There was general discussion of the original plan, alternatives that were investigated, changes made as a result of the public discussions, details of the current plan, visibility issues at the intersection and possible effect of making changes.  

VOTED that the island be removed, that the request be sent to the State, and that the left-hand turn be allowed for the time being.

Motion by Councilor William A. Andrews.  Seconded by Councilor Margaret L. Dudley.  The motion carried, five in favor, one opposed, one excused.  Voting in favor of the motion were Councilors Jacqueline Zahn, William A. Andrews, Nancy F. Binns, Margaret L. Dudley and Ronald E. Faford.  Councilor William E. Gonyea voted in opposition. Council President Wallace F. Lees was excused.

VOTED to adjourn at 9:55 a.m.

Motion by Councilor William A. Andrews.  Seconded by Councilor Ronald E. Faford.  The motion was unanimous by the six members present.  Voting in favor of the motion were Councilors Jacqueline Zahn, William A. Andrews, Nancy F. Binns, Margaret L. Dudley, Ronald E. Faford and William E. Gonyea. Council President Wallace F. Lees was excused.
