SPECIAL MEETING of the Town Council held Monday, November 20, 2006 at 10:00 o’clock A.M. in the Council Chamber, Town Building, 105 Harrisville Main St., Harrisville for and within the Town of Burrillville.
MEMBERS PRESENT: Council President Wallace F. Lees; Councilors Nancy F. Binns, Edward F. Bonczek and Ronald E. Faford.
MEMBERS ABSENT: Councilors Jacqueline Zahn, William A. Andrews and Margaret L. Dudley were excused.
1. That the following renewals of Alcoholic Beverage Licenses under provision of Title 3, Chapter 7, GENERAL LAWS of Rhode Island, 1956, as amended, for the period beginning December 1, 2006 and ending November 30, 2007.
1. Obtaining a Certificate of Good Standing from the State Division of Taxation prior to the date of said renewal, and
2. The payment of taxes owed to the Town of Burrillville, and
3. The establishment being in compliance with all state and local building and fire codes.
4. Copy of certification from the Rhode Island Department of Health.
5. Proof of Alcohol Server Training.
6. Certificate of Insurance in compliance with §8-28 of the Ordinances of the Town of Burrillville.

Mr. Badeau discussed the requirement to install additional egress and the mechanical problems associated with that requirement. There was discussion of the procedure for requesting a variance from the State Fire Marshall. Mr. Badeau said that he needed more time to complete the required improvements. The matter was discussed.
VOTED to approve all under the retail Class B (Victualer) licenses with all stipulations, with the exception of Village Barn LLC.

2. VOTED that the Class B (Victualer) and Class D (Full Privilege Liquor Licensees, be and they are hereby granted permission to remain open until 3:00 o’clock a.m. on New Year’s Day January 1, 2007 and no intoxicating liquor shall be sold after 2:00 o’clock a.m. until the legal opening hours of January 1, 2007 and no dancing shall be permitted after 3:00 o’clock a.m. on New Year’s morning until the legal opening hour. Licensees who plan to remain open must notify the Chief of Police, Colonel Bernard E. Gannon on or before November 30, 2006.

VOTED to approve issuance of all licenses as long as they meet stipulations.
Motion by Councilor Nancy F. Binns. Seconded by Councilor Ronald E. Faford. The motion was unanimous by the four members present. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Nancy F. Binns, Edward F. Bonczek and Ronald E. Faford. Councilors Jacqueline Zahn, William A. Andrews and Margaret L. Dudley were excused.
Discussion: Council President Wallace F. Lees commended and thanked Christine Mulligan of the Town Clerk’s office for a good job in coordination of information presented to the Town Council relative to the annual licenses.
