10-24-2007 Workshop
WORKSHOP of the Town Council held Wednesday, October 24, 2007 at 6:08 P.M. in the Council Chamber, Town Building, Harrisville for and within the Town of Burrillville.

PRESENT:  Council President Nancy F. Binns, Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe.

Note: Councilor John M. Karmozyn, Jr. arrived at 6:12 P.M.

MEMBERS ABSENT:  None

OTHERS PRESENT:  Fire Chiefs Joseph Bertholic, Robert Bishop, Augustine Eddy, and David Shaw; Mark Brizard of the Budget Board

Relative to item # 07-254, Correspondence from Councilor Margaret L. Dudley regarding the cost of dispatchers associated with 911 calls.

Note:  This item was originally considered by the Town Council on July 25, 2007, at which time the Council voted to schedule a workshop with the fire chiefs to discuss the matter.

Councilor Margaret L. Dudley noted that the Budget Board had recommended that the Town Council consider allocating a portion of the cost of dispatchers associated with 9-1-1 calls to the various fire departments.  Councilor Dudley reviewed and supported the recommendation.

Objecting to the proposal were Chief David Shaw of Pascoag Fire District, Chief Augustine Eddy of Nasonville Fire District, Chief Joseph Bertholic of the Oakland/Mapleville Fire District, Barbara Lavergne, Chair of the Nasonville Fire District, and Donald Levesque, Vice Chair of the Pascoag Fire District.  Among the issues raised were:
"       Financial impact on fire district taxpayers
"       PILOT money that the town receives from the state, in part for emergency services at Zambarano
"       Services, i.e. the repeater system, radio maintenance fees, and equipment purchases, to whcih the districts contribute
"       The use the town would make of the increased revenue
"       How the cost would be apportioned among the districts
"       Whether the employment status of dispatchers would change

There was discussion of these matters.  There was discussion of the tax cap and the budget procedure.

VOTED to adjourn at 6:50 P.M.

Motion by Councilor Norman C. Mainville.  Seconded by Councilor Cynthia L. Roe.  The vote was unanimous.  Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe.

The workshop was taped.  The tape is on file with the record of the workshop.
