SPECIAL MEETING of the Town Council of the Town of Burrillville held Wednesday, November 7, 2007 at 7:00 P.M. in the Burrillville Town Council Chambers, Town Building, 105 Harrisville Main Street, Harrisville.
PRESENT: Council President Nancy F. Binns, Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe
MEMBERS ABSENT: None
1. VOTED to grant the request for Executive Session from Council President Nancy F. Binns pursuant to Rhode Island Open Meeting Law [§42-46-5(a)(1)] to discuss the job performance of Town Manager Michael C. Wood.
Note: Michael C. Wood was duly notified in advance in writing of this request for Executive Session; he was notified and advised that he could require that the discussion be held at an open meeting.
Motion by Councilor Margaret L. Dudley. Seconded by Councilor Wallace F. Lees. The vote was unanimous. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe.
2. Reconvene in open session:
The Council returned to open session at 7:48 P.M.
3. VOTED to seal the minutes of Executive Session, with the stipulation that the record of the meeting be released to the Town Manager; and with a note that no votes had been taken.
Motion by Councilor Margaret L. Dudley. Seconded by Councilor Wallace F. Lees. The motion carried, six in favor, one opposed. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe. Councilor Kevin M. Blais voted in opposition.
4. Consider and act on a motion to appoint a Council Subcommittee to discuss the Town Manager's performance evaluation with him and to enter into contract negotiations with the Town Manager.
VOTED to have the subcommittee consisting of the Council President and two members of the Council elected by the Council.
Motion by Councilor Margaret L. Dudley. Seconded by Councilor Cynthia L. Roe. The motion carried, six in favor, one opposed. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe. Councilor Kevin M. Blais voted in opposition.

On the nomination of Councilor Dudley: The motion carried, six in favor, one opposed. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., and Cynthia L. Roe. Councilor Norman C. Mainville voted in opposition.
On the nomination of Councilor Roe: The motion carried unanimously. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe.
Council President Nancy F. Binns announced that the committee had been established.
5. VOTED to adjourn 7:50 P.M.
Motion by Councilor Margaret L. Dudley. Seconded by Councilor Wallace F. Lees. The vote was unanimous. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr., Norman C. Mainville and Cynthia L. Roe.
