12-17-2008 Joint Pre-Budget Meeting with School Committee & Budget Board
JOINT PRE-BUDGET MEETING between the Town Council, the School Committee and the Budget Board held Wednesday, December 17, 2008 at 7:00 P.M. in the Media Center, Burrillville High School, 425 East Avenue, Harrisville for and within the Town of Burrillville.

PRESENT:  

Town Council: Council President Nancy F. Binns, Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, Kevin D. Heitke and John M. Karmozyn Jr.

School Committee: Debra Stockwell, Chair; Mary Margaret Karmozyn, Scott Moore, Joan Cote, Paul J. Couture and Raymond J. Trinque

Budget Board: Mark S. Brizard, David A. Dickey, Arthur R. Hurley, David C. Ketcham, L. Kevin McDonald

MEMBERS ABSENT:

Town Council: Councilor Norman C. Mainville was excused

School Committee: Dorothy A. Cardon, was excused; Raymond J. Trinque arrived at 7:35 P.M.

Budget Board: Matthew Trimble was excused

Relative to pre-budget consideration and discussion.

Council President Nancy F. Binns recognized Representative Edwin R. Pacheco, Representative Brian Newbury, Superintendent of Schools Steven Welford, School Department Supervisor of Business Affairs Robin Kimatian, and Town Finance Director John P. Mainville.

Michael C. Wood, Town Manager, made a PowerPoint budget presentation. A copy of the presentation is on file with the record of the meeting. Included in the presentation was an estimate of projected revenues for FY2010, in compliance with RIGL §16-2-21. Steven Welford, Superintendent of Schools, presented a statement in compliance with RIGL 16-2-21.

Following the presentation, there was discussion of fuel prices, budgeting procedures, the teachers’ collective bargaining agreement, reuse of the Whipple Avenue landfill subsequent to the capping, tax cap waivers that may be allowed by the state, and the possibility that the state may allow the schools to charge fees.

The impact of a tax cap simultaneous with possible reductions in state aid during a recession was discussed. Elimination of mandates and reduction in expenses were identified as possible solutions.

Questions were raised about the continued support of the Pascoag Free Public Library and various special appropriations.

VOTED to adjourn at 8:24 P.M.

Motion by Councilor Wallace F. Lees. Seconded by Councilor Margaret L. Dudley. The motion carried, five in favor, one abstention, one excused. Voting in favor were Town Council President Nancy F. Binns and Councilors Margaret L. Dudley, Kevin D. Heike, John M. Karmozyn, Jr. and Wallace F. Lees. Councilor Kevin M. Blais abstained. Councilor Norman C. Mainville was excused.
