REGULAR MEETING of the Burrillville Town Council held Wednesday, September 10, 2008 at 7:17 P.M. in the Town Council Chambers, 105 Harrisville Main St., Harrisville for and within the Town of Burrillville.
PRESENT: Council President Nancy F. Binns, Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville.
MEMBERS ABSENT: Councilor Cynthia L. Roe was excused due to personal illness.
1. Council President Nancy F. Binns led those present in pledging allegiance to the flag.
2. VOTED to accept the minutes of the regular meeting held August 27, 2008 and the public hearings held August 27, 2008 and dispense with the reading of said minutes.
Motion by Councilor Wallace F. Lees. Seconded by Councilor John M. Karmozyn, Jr. The vote was unanimous by the six members present. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was excused.
3. Public Comment:
David Rossi of Nichols Road, voiced concern that Councilor Dudley had rapped on a microphone during an earlier meeting. Mr. Rossi suggested that the action caused Councilor Blais a harmful experience.
Michele Badessa suggested that Councilor Dudley and Michael C. Wood, Town Manager, had intentionally make noise at an earlier council meeting, to the possible harm of Councilor Blais. Ms. Badessa asked whether she had heard the Manager curse during that meeting and whether an apology would be appropriate.
4. General Good and Welfare of the Town of Burrillville
Councilor Kevin M. Blais thanked Mr. Rossi and Ms. Badessa for their comments and echoed their concerns.
Councilor Kevin M. Blais addressed concerns raised by a resident at an earlier meeting. Council President Nancy F. Binns indicated that comments relative to zoning matters are outside of the purview of the Town Council. Councilor Blais explained that he had raised questions with the Town Manager which had not been answered to his satisfaction. Michael C. Wood, Town Manager, suggested that items to be addressed during Town Council meetings should be included on the agenda to allow for preparation of information. Mr. Wood indicated that he believed that he had answered Councilor Blais' questions. The matter was discussed.
Councilor Kevin M. Blais voiced concern that all members of the Town Council, excluding himself, had been asked to participate in the presentation of an award to a local business. Council President Nancy F. Binns noted that the entire Town Council had been notified of the presentation. The matter was discussed.
Councilor Margaret L. Dudley provided a reminder that the Burrillville Arts & Crafts Festival would be held on September 13 and 14, 2008.
Councilor Margaret L. Dudley announced a Friends of the Jesse M. Smith Memorial Library book sale on September 20, 2008 at the library beginning at 10:00 A.M.
Councilor Margaret L. Dudley apologized to Councilor Blais for having tapped on the microphone.
Council President Nancy F. Binns reviewed the public hearings scheduled relative to proposed reductions in RIPTA bus routes. She made schedules available to the public.
Michael C. Wood, Town Manager, announced that the Shippee Bridge was scheduled to be closed beginning Monday, September 15, 2008.
Michael C. Wood, Town Manager, said that paving of a portion of Tarkiln Road would begin on Thursday, September 11, 2008.
Michael C. Wood, Town Manager, recognized the anniversary of September 11th, noting that there would be a ceremony at the Bell area of the State House.
Councilor Kevin M. Blais said that the Burrillville EMA would partake in a statewide EMA drill based at the Middle School. Councilor Blais suggested that those interested in joining the EMA should contact Ron Lapierre at Nasonville Fire. Council President Nancy F. Binns said that people interested in serving on a disaster team can volunteer on-line through the Emergency Management page of the town website.

08-253 VOTED to grant a Class F Liquor License to the Nasonville Volunteer Fire Department for a Chowder & Clam Cake Fundraiser to be held on September 21, 2008 on property owned by the Nasonville Fire District (Map 114, Lot 32).
Motion by Councilor Wallace F. Lees. Seconded by Councilor John M. Karmozyn, Jr. The vote was unanimous by the six members present. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was excused.

08-254 VOTED to open the correspondence from Chelsea Almeida of Pascoag regarding her recommendation that the Town adopt a new official holiday, to be known as Children's Day.
Motion by Councilor Wallace F. Lees. Seconded by Councilor John M. Karmozyn, Jr. The vote was unanimous by the six members present. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was excused.
Discussion: Council President Nancy F. Binns read Chelsea Almeida's recommendation that the Town adopt Children's Day as an official holiday (a copy is on file with the record of the meeting). Ms. Almeida introduced Alexa Taschereau, Amber Taschereau, and Grace Chenotte, who joined in the recommendation. The matter was discussed.
VOTED that we make the first Saturday of September Children's Day.

08-255 VOTED to refer to the Screening Subcommittee the application from Mark S. Brizard for appointment to the Burrillville Housing Authority.
Motion by Councilor Wallace F. Lees. Seconded by Councilor Norman C. Mainville. The vote was unanimous by the six members present. Voting in favor of the motion were Council President Nancy F. 08-256 VOTED to table the application from Debra Stockwell for reappointment as an alternate member of the Recreation Commission.
Motion by Councilor Nancy F. Binns. Seconded by Councilor Wallace F. Lees. The vote was unanimous by the six members present. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was excused.
It was noted for the record that Ms. Stockwell had resigned as an alternate member of the Recreation Commission due to work responsibilities.

08-257 VOTED to receive and file the correspondence from Michael C. Wood, Town Manager, regarding vacation/time off.

08-258 VOTED to grant the request for executive session from Michael C. Wood, Town Manager pursuant to Rhode Island Open Meeting Law:
[42-46-5 (a)(5)] to consider, discuss and act related to potential acquisition of land related to Map 158, Lot 78 and Map 159, Lots 2 & 5; and
[42-46-5(a)(2)] for consideration, discussion and action relative to collective bargaining agreement between the Burrillville School Committee and Burrillville Teachers' Association.
Motion by Councilor Wallace F. Lees. Seconded by Councilor Kevin M. Blais. The vote was unanimous by the six members present. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was excused.

The Town Council returned to open session at 9:04 P.M.
VOTED to seal the minutes of executive session noting that one vote had been taken.
