MEETING MINUTES

Approval of Minutes
        Motion to approve the September 18, 2002 meeting minutes made by Valerie Leduc,
          seconded by Jim Moran.

Old Business
1.      Regarding the correspondence from Michael C. Wood, Town Manager:
a.      Discussion of wage/salary evaluation for position of Finance Director, Information Systems Manager and Building Official.  Burrillville’s salaries for these positions are between 17% - 21% lower than other communities in Rhode Island.  These are the three positions that did not choose to accept an employment contract at the time offered to all department heads.  The
Recommendation of the Personnel Board is to re-offer the individuals in these positions  a contract with a salary adjustment.  These individuals need to also have the same benefit package as the other contracted department heads.
b.      The ranges on the classification plan will be adjusted at the next meeting of the Personnel Board (November 18, 2002).  The Board requests a finalized copy of the Municipal Salary Survey to complete this task and the Manager’s formula for COLA adjustments.
c.      The Assistant Tax Assessor position job description is okay except for an adjustment that needs to me made in the first paragraph.  Angela to work with Tax Assessor to voice concerns of Personnel Board.  
d.      Personnel Board would like clarification from Town Manager as to the “Base Wage” on the Classification Plan.  Are the wages listed the mid-salary or the high-end salary?
e.      Discussion regarding the Town Engineer position.  The Personnel Board would like the job description to be modified.  The fourth paragraph under “Essential Duties and Responsibilities” needs to read that the person will be responsible for implementing labor agreements, NOT interpreting the agreements.
f.      Valerie Leduc will complete a template job description to be used by the Town.  Angela Gosselin will then work to fit all current job descriptions into this format.  The Personnel Board will meet on January 14th, 5-9pm solely to work on job descriptions.  
g.      The Personnel Board will meet on Wednesday October 30th to review the applications for Deputy Treasurer.  Angela will mail out copies of applications this week.
h.      The Information Services Technician Position description is okay.  Need clarification from Ed Pienkos as to the involvement this department has with the School Department as stated in the job description.
i.      Regarding the requirement of three names to be given for job vacancies, the Personnel Board does not wish to modify that requirement.
        
New Business
1.      Personnel Board will review an advertisement for dispatcher at the November meeting.  The advertisement is to run from the last week of November until the end of the year.  
2.      The Charter Review Commission would like to have the Personnel Board present at their next meeting – November 30th, 7pm.  Jim and Valerie to represent the Personnel Board at this meeting, Paul cannot attend.
3.      Personnel Board agrees with the Managers letter to the Charter review commission.  The town is in need of a full time Human Resource person.  Also, the board is in agreement that the residency requirement should be done away with.  The board does not agree with the topic of disciplinary action/dismissals.  The board feels that there should in fact remain an appeal process for employees.
