Approval of Minutes
Motion to approve the October 30, 2002 meeting minutes made by Valerie Leduc, seconded by Jim Moran.
Approval of Invoices / Expenditure –
Woonsocket Call $367.92 – advertising for Information Technician
Woonsocket Call 249.92 – advertising for Deputy Treasurer
Fed Ex $27.07 - shipment of Police officer testing materials
Beacon Communications $1240.00 – advertising for Police Dispatcher
(Total expenditure approval November 2002 - $1884.91)

New Business
1) Lt. Guglietta reviewed current Warwick Police Department Application. Receive & file copy of Warwick application.
a. Current Burrillville application does not request enough information of applicants. Employment information, education information, information on applications currently being made to other police departments, criminal record background check information, etc. needs to be more detailed on application.
b. Paul MacDonald in full support of anything Burrillville Police Department wants to do with application. Mr. MacDonald to work with Lt. Guglietta to create new application for later submission to Personnel Board for approval.
c. Per Jim Moran, this submission is to be made in no more than 90 days from meeting date and will then be submitted to Town Solicitor for review.
d. Colonel B.E. Gannon also requests that the medical screen needs to include drug screening. In addition, the testing at the Municipal Academy for Probationary Police Officers needs to include a swim test from this point forward. Request consideration for future random drug testing for employees other than CDL employees.
2) Colonel Gannon to be given next three names on Dispatcher Eligibility List.
3) Colonel Gannon to be given first three names on Probationary Police Officer List.
a. Personnel Board acknowledges requirement of Sergeant & Lieutenant testing. Testing to take place in March or April.
4) Ed Pienkos would like to assist with filling the position of Information Systems Technician in any way possible. Jim requested Ed to look into options for skills testing if available, and/or options for interviewing if not available.
a. Personnel Board to take home copies of applications for review and discuss at next meeting of Personnel Board.
5) John Mainville requested information regarding the criteria for selection of candidates to take the Deputy Treasurer. Per Valerie Leduc – discussion cannot take place in open session to discuss applications, motion to allow John Mainville and Mark Adams to be admitted to Executive Session to discuss. Seconded by Paul MacDonald. Unanimous.
6) Regarding the request by Richard St Sauveur, Personnel Board does not want to administer practical exam for position of Driver/Laborer/Operator. Test brought forth by Superintendent of Public Works was administered to establish current eligibility list.
a. Motion to keep names of interviewees not selected at November 8, 2002 interviews on current eligibility list made by Paul MacDonald, seconded by Valerie Leduc. Unanimous.
7) Ranges for Classification Plan – Jim Moran to review and come back with this item at the next meeting.
8) Assistant Tax Assessor job description and classification plan level accepted
a. Motion to accept made by Paul MacDonald, seconded by Jim Moran. Unanimous.
9) Town Engineer Job Description and classification plan level accepted
a. Motion to accept made by Valerie Leduc, seconded by Paul MacDonald. Unanimous.
10) Valerie Leduc – job description template not completed. Tabled to next meeting.
11) Memo from Ed Pienkos regarding department interaction with School Department – received and filed.
Executive Session
Motion to adjourn to executive session at 5:59 pm made by Paul MacDonald, seconded by Jim Moran. Unanimous
Motion to readjourn to open session and prepare for Deputy Treasurer testing - 6:15 pm made by Valerie Leduc, seconded by Paul MacDonald.
