Approval of Minutes:
Approved Minutes of July 24,2001 & August 28, 2001. Unanimous vote.
Approval of Expenditures:
No expenditures were presented for approval.
Project Selection Process:
Attorney Kane informed the members that the Rhode Island statutes require that any area that is being proposed for designation as a Redevelopment District must be identified in the community s Comprehensive Plan as a “blighted area”. It was suggested that all members familiarize themselves with the Comprehensive Plan.
Gibbs raised the issue that the Burrillville Planning Board is beginning the process of updating the Comprehensive Plan. As explained by Gibbs, this creates an opportunity for the Redevelopment Agency to work with the Planning Board to insure that selected Redevelopment Districts are designated in the Comprehensive Plan as “blighted areas”.
The members discussed various criteria to be used in the selection and ranking of prospective Redevelopment Districts. The criteria of historic preservation, expansion of local property tax base, tourism development and improvement of the community s aesthetic qualities were mentioned by various members. Jeff Barr mentioned that the current comprehensive plan mentions the importance of strengthening Burrillville's various villages and maintaining the community s rural character. James Langlois stated that all of these factors relate to Burrillville s “quality of life” and that a high “quality of life” is necessary to attracting quality businesses.
Gibbs suggested that each member identify their towp three blighting conditions in Burrillville. The Stillwater Mill site and the Village of Pascoag were identified as the top two blighting conditions in Burrillville Also identified were the corridor between Pascoag and Harrisvill, Cove Manufacturing Mill site and Route 102.
The members agreed to review the Comprehensive Plan by the next meeting and to continue the discussion regarding prospective projects.
Redevelopment Agency Organizational Issues/By-Laws
Attorney Kane mentioned that he was development a draft set of by-laws of the
Pawtucket Redevelopment Agency as a model. The draft by-laws will be mailed to the members in advance of the next meeting of the Agency.
