REGULAR MEETING of the Town Council held Wednesday, March 14, 2001 at 7:26 o'clock p.m. in the Council Chamber, Town Building, Harrisville, for and within the Town of Burrillville.
MEMBERS PRESENT: Council President Wallace F. Lees; Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, William E. Gonyea and Norman C. Mainville.
MEMBERS ABSENT: None
1. Council President Wallace F. Lees led those present in pledging allegiance to the flag.
2. VOTED to accept the minutes of the Regular Meeting of the Town Council held Wednesday, February 28, 2001 and dispense with the reading of said minutes.
Motion by Councilor Jacqueline Zahn. Seconded by Councilor William A. Andrews. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, William E. Gonyea and Norman C. Mainville.
3. Public Comment: None
4. That the General Good and Welfare of the Town of Burrillville; be now taken up.
Councilman Norman C. Mainville noted:
§ The meeting regarding East Avenue has been postponed until the snow is gone.
§ Senator Fogarty is pleased with the results of the evaluation at Zambarano. The evaluation showed, he said, that Zambarano is the shining jewel as far as State institutions go.
§ Senator Fogarty has sponsored a bill regarding rebuilding the hazardous waste incinerator at Zambarano.
§ The hearing regarding placing a DMV office in Burrillville was scheduled March 13, 2001; it has been rescheduled so that Burrillville residents can attend.
§ He is pleased that the Town Manager s evaluation, scheduled for Tuesday, March 20, 2001, will be a public session. He suggested some format and administrative details.
§ Asked about negotiations for the Police Department.
Councilor Louis Bleiweis discussed a recent article in the Bargain Buyer that attacked the DPW and Town Manager on the issue of snow removal. He pointed out that the notice was unsigned, a sign of cowardice by the author and lack of professionalism by the publication. He also disputed the contents, stating that the Department of Public Works and Town Manager have done an exemplary job on snow removal. Council members concurred.
Town Manager Michael C. Wood noted that DCYF has rated Burrillville Extended Care (BEC) as a model program. Cheri Hall and her staff will be commended.

6. Special Business:
01-65 VOTED to table the application from Gerald L. Lapierre, d/b/a G.L. Lapierre & Company, Inc., for renewal of Private Detective License No. 4 until next month.
Motion by Councilor Jacqueline Zahn. Seconded by Councilor Louis Bleiweis. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, William E. Gonyea and Norman C. Mainville.
VOTED to extend the current license for 30 days.

01-59 VOTED to receive and open the memo from Katia Balassiano, Planning Director, regarding a new member of the Planning Board, to replace David LePage.

01-67 VOTED to receive and open the correspondence from Patricia A. (Giglio) Hampton regarding interest abatement.

Discussion: Councilor William E. Gonyea stated that he would strongly endorse Mr. Rawson for the Conservation Commission.
01-69 VOTED to receive and open the memo from Michael C. Wood, Town Manager, regarding resolutions related to the Town Council legislative agenda.

Discussion: Councilor William A. Andrews said that the resolutions had been discussed previously. Michael C. Wood recommended that the Town Council review and vote on each resolution separately.

Discussion: Ms. Jackie Carlson of 27 Waterfront Circle addressed the Town Council. She stated that she and her husband have done the watershed watch for URI for 7 years, she has a long history as a visitor and resident at the lake, and also represents the North Shore organization. Ms. Carlson said that the lilly pads are thick in some areas, about 10 percent of the lake, but not worse than in the past. This area is not swimable and never has been, but is a breeding area for fish and turtles. In her opinion, the Woonsocket Call article was misleading the Lake remains pristine and it has a beautifully renovated beach, for which she commended Cheri Hall. People who have weeds in front of their homes remove them by hand. Ms. Carlson said she would like not to have chemicals
there. She asked the Town Council to investigate thoroughly before bowing to any pressure from any group. Though she understands the frustration of some of the residents, but is very concerned about the use of chemicals.
There was a discussion of the possibility of using a harvester rather than chemicals. Ms. Carlson agreed that this was an acceptable alternative. Councilor William E. Gonyea said that the Council hoped to get assistance from the State to address the situation with a weed harvester. Councilor Jacqueline Zahn said that this was the beginning of the process to allow the Town Council to take a look at the situation. She thanked Ms. Carlson for her input and said that the Town Council would keep her informed.
9. Town Clerk/Communication:
01-70 VOTED to accept the invitation from the Burrillville Allied Veterans Council regarding Town Council Participation in the Memorial Parade Sunday, May 20, 2001.

01-71 VOTED to receive and file the correspondence from Martin D. Wencek, Permitting Supervisor, Office of Water Resources/Permitting Section, Freshwater Wetlands Program, RI DEM, regarding a Permit to Alter Freshwater Wetlands, Application No. 00-0032 Notice of Permit, in reference to the property and proposed project location approximately 500 feet east of Town Farm Road, between utility pole Nos. 22 and 23, approximately 3600 feet north-northwest of the intersection of Whipple and Town Farm Roads, Assessor s Plat 88, Lot 8.

01-72 VOTED to receive and file the correspondence from Charles A. Horbert, Permitting Supervisor, Wetlands Program, Office of Water Resources, RI DEM, regarding an insignificant alteration permit, Application No. 00-0403 in reference to the property and proposed project located immediately south of The Bridge Way, approximately 120 feet east of the intersection of Sayles Avenue and The Bridge Way, Assessor s Plat 175, Lots 37 and 38.
Motion by Councilor Jacqueline Zahn. Seconded by Councilor William A. Andrews. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, William E. Gonyea and Norman C. Mainville.
10. Additional New Business to be considered and acted upon:
01-73 VOTED to grant the request for Executive Session from Town Manager Michael C. Wood pursuant to Rhode Island Open Meeting Law [42-46-5(a)(5)] to discuss the possible acquisition of Boy Scout Property, Plat 180, Lot 1; and the possible acquisition of Map 142, Lot 21 for the potential site of the library.
Councilor Norman C. Mainville made the motion. Councilor Jacqueline Zahn seconded the motion. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, William E. Gonyea and Norman C. Mainville.
The Council returned to Open Session. Councilwoman Jacqueline Zahn announced that one vote had been taken.
VOTED to seal the minutes of the executive session.
