SPECIAL MEETING of the Town Council held Monday, November 18, 2002 at 10:00 o’clock a.m. in the Council Chamber, Town Building, 105 Harrisville Main St., Harrisville for and within the Town of Burrillville.
MEMBERS PRESENT: Council President Wallace F. Lees, Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, William E. Gonyea and Norman C. Mainville.
MEMBERS ABSENT: Councilor Jacqueline Zahn was excused due to a business commitment.
1. That the following renewals of Alcoholic Beverage Licenses under provision of Title 3, Chapter 7, GENERAL LAWS of Rhode Island, 1956, as amended, for the period beginning December 1, 2002 and ending November 30, 2003.
1. Obtaining a Certificate of Good Standing from the State Division of Taxation prior to the date of said renewal, and
2. The payment of taxes owed to the Town of Burrillville, and
3. The establishment being in compliance with all state and local building and fire codes.
4. Copy of certification from the Rhode Island Department of Health.

VOTED to grant renewal of a Class B(V) liquor license to GCAL, INC., d/b/a Bella, in building owned by Cross Road Enterprises, Inc., 1992 Victory Highway, Glendale (Assessor's Map 130, Lot No. 4), subject to the condition that the license is renewed for one year, to terminate on February 28, 2003, if taxes are not paid.

Discussion: Under discussion, Councilor William A. Andrews stated that he would like to see the license renewed, pending the proposed transaction through which GCAL, Inc. will acquire the building from Cross Road Enterprises, Inc. The transfer is scheduled for January.
VOTED to grant renewal of a Class B(V) liquor license to SHAYER, DAVID W., d/b/a Pascoag Cafe, in building owned by David W. and Mary L. Shayer, 150 Pascoag Main Street, Pascoag (Assessors' Map 175, Lot No. 26), subject to payment of taxes owed to the Town of Burrillville, a certificate of good standing from the RI Division of Taxation, inspection by the building official within 30 days, a copy of the certificate from the RI Department of Health, and a release from McLaughlin & Moran, Inc.

VOTED that the Class B (Victualer) and Class D (Full Privilege) Liquor Licensees, be and they are hereby granted permission to remain open until 3:00 o’clock a.m. on New Year’s Day January 1, 2003 and no intoxicating liquor shall be sold after 2:00 o’clock a.m. until the legal opening hours of January 1, 2003 and no dancing shall be permitted after 3:00 o’clock a.m. on New Year’s morning until the legal opening hour. Licensees who plan to remain open must notify the Chief of Police, Colonel Bernard E. Gannon on or before November 30, 2002.
