MEETING of the Town Council, being the Organizational Meeting, held Wednesday, December 4, 2002 at 7:00 o'clock p.m. in the Council Chamber, Town Building, Harrisville, for and within the Town of Burrillville.
MEMBERS PRESENT: Councilors William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford, William E. Gonyea, Wallace F. Lees and Jacqueline Zahn.
MEMBERS ABSENT: None
OTHERS PRESENT: School Committee Members Paul J. Couture, Mary Margaret Karmozyn, Scott Moore, Edwin R. Pacheco, Raymond Trinque and Donald Waterman.
The Town Council led those present in pledging allegiance to the flag.
Louise R. Phaneuf, Town Clerk, called the meeting to order.
VOTED that in accordance with Article III, Section 3.01 and Section 3.02 entitled Town Council of the Town Charter, the Town Council shall meet this day for the purpose of entering upon their respective duties and for the appointment and approval of such Town Offices as are by law made elective by the Town Council; and that the oath of office shall be administered to all newly elected town officials.
Motion by Councilor Louis Bleiweis. Seconded by Councilor William E. Gonyea. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea.
The clerk asked Walter J. Kane, Town Solicitor, to swear-in all newly elected town officials. School Committee members Paul J. Couture, Mary Margaret Karmozyn, Scott Moore, Edwin R. Pacheco and Raymond Trinque, were asked to join Councilors William A. Andrews, Ronald E. Faford, Wallace F. Lees and Jacqueline Zahn at the front of the Council Chambers and the oath was administered by Mr. Kane.
VOTED that in accordance with Article III, Section 3.08 of the Town Charter, Councilor Wallace F. Lees be and hereby is appointed President of the Town Council.
Motion by Councilor Louis Bleiweis. Seconded by Councilor Jacqueline Zahn. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea.
Councilor Louis Bleiweis nominated Wallace F. Lees as president of the Town Council. There were no further nominations.
VOTED to close nominations.
Motion by Councilor Louis Bleiweis. Seconded by Councilor William E. Gonyea. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea.
VOTED that in accordance with Article III, Section 3.08 of the Town Charter, Councilor Jacqueline Zahn be and hereby is appointed Vice President of the Town Council.
Motion by Councilor Louis Bleiweis. Seconded by Councilor William E. Gonyea. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea.
VOTED that the following Ordinance of the Town of Burrillville, viz: 2-2.5, Procedures and Conduct of Meetings.
(a) Conduct for Meeting/Method: The Town Council shall set, by Resolution, the procedure, by-laws and/or guidelines for conduct of all meetings.
(b) Procedures in Establishing of Agenda: The Town Council shall set, by Resolution, the method and/or procedure for establishing timeframe, deadline and/or other parameters consistent with the Home Rule Charter, General Laws of Rhode Island and revised General Ordinances of the Town of Burrillville in establishing and/or setting agenda and/or docket for such meetings held by the Town Council.
Motion by Councilor Jacqueline Zahn. Seconded by Councilor William A. Andrews. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea.
VOTED that in accordance with Article VII, Section 7.01 of the Town Charter, Walter J. Kane shall be appointed Town Solicitor to serve at the pleasure of the Town Council.
Motion by Councilor William E. Gonyea. Seconded by Councilor Jacqueline Zahn. The vote was unanimous. Voting in favor of the motion were Council President Wallace F. Lees, Councilors Jacqueline Zahn, William A. Andrews, Louis Bleiweis, Edward F. Bonczek, Ronald E. Faford and William E. Gonyea.
VOTED that in accordance with Article VII, Section 7.01 of the Town Charter, William L. Bernstein, Nichole Carroll, Patrick J. Dougherty and Timothy F. Kane shall be designated as Assistant Town Solicitors; and that the attorney selected by the School Committee shall be appointed Assistant Town Solicitor, at the request of Town Solicitor Walter J. Kane; and that Jeffrey W. Kasle shall be designated as Special Counsel for Labor Relations.

VOTED that in accordance with Article VI, Section 6.02 of the Town Charter, Pierre G. Rondeau shall be appointed Judge of Probate for the ensuing two years, term of office to be concurrent with that of the Town Council.

VOTED that in accordance with Chapter XV, Section 15-7(f) of the General Ordinances of the Town of Burrillville, Joseph P. Carroll shall be appointed Judge for the Municipal Court. The term of appointment shall be for two (2) years, terminating on December 31, 2004

VOTED that in accordance with Chapter XV, Section 15-7(f) of the General Ordinances of the Town of Burrillville, Richard E. Kyte, Jr. shall be appointed Associate Judge for the Municipal Court. The term of appointment shall be for two (2) years, terminating on December 31, 2004.

VOTED that by virtue of his office as President of the Town Council of the Town of Burrillville Wallace F. Lees be and he hereby is a member of the Board of Administration.

VOTED that in accordance with a Trustee Deed recorded by the late Austin T. Levy and recorded in Deed Book 43, Page 372 to 382 inclusive, of the Records of Deeds in the Town of Burrillville, Council President Wallace F. Lees be and he hereby is appointed Chairman of the Board of Administration.

VOTED that Edward F. Bonczek be appointed liaison between the Town Council and the Burrillville Advisory Group.

VOTED that Wallace F. Lees be appointed liaison between the Town Council and the Burrillville Organization for Substance Abuse Prevention (BOSAP).

VOTED that Edward F. Bonczek be appointed liaison between the Town Council and the Burrillville Industrial Foundation.

VOTED that William A. Andrews be appointed liaison between the Town Council and the Library Facilities Committee.

VOTED that Ronald E. Faford be appointed liaison between the Town Council and the Planning Board.

VOTED that Louis Bleiweis be appointed liaison between the Town Council and the Burrillville Senior Citizens.

Council President Wallace F. Lees acknowledged the arrival of Congressman Patrick Kennedy. Mr. Kennedy congratulated the newly elected officials on their positions and wished them happy holidays.
VOTED to adjourn at 7:17 p.m.
