09-28-05 PH Mowry Park Parking
PUBLIC HEARING of the Town Council held Wednesday, September 28, 2005 at 7:00 p.m. in the Council Chamber, Town Building, Harrisville for and within the Town of Burrillville.

MEMBERS PRESENT:  Council President Wallace F. Lees; Councilors William A. Andrews, Nancy F. Binns, Margaret L. Dudley, Ronald E. Faford and William E. Gonyea.

MEMBERS ABSENT:  Councilor Jacqueline Zahn was excused due to illness.

Relative to amendment to the Ordinances of the Town of Burrillville Chapter 26, Section 26-30, Overnight Parking Prohibited, amended by adding Mowry Park (a/k/a Snizek property).

NOTE:  The above was duly advertised in the Legal Section of the Woonsocket Call on Wednesday, September 21, 2005.

Comments/Input/Recommendation by Administration (Town Solicitor, Town Manager).

Walter J. Kane, Town Solicitor, explained that the amendments would add Mowry Park to the Town facilities that are closed from 11:00 p.m. to 6:00 a.m.  Mr. Kane noted that Mowry Park is a new facility and this issued had not been addressed earlier.

Comments/Input/Recommendation from the Ordinance Subcommittee.

Councilor William A. Andrews, Chairman, Ordinance Subcommittee, reported that the committee had reviewed the proposal, concurred with the amendment and recommended adoption.

Opponents:

Kevin Blais, Tarkiln Road, Harrisville, asked whether parking is available at the park and whether there had been problems.  Council President Wallace F. Lees explained that the parking policy for all town facilities is spelled out in the general ordinances of the Town but that, to the best of his knowledge, there had been no problems reported at the new park.  Council President Lees described the parking area.

Town Council Members Comments/Input:  None

VOTED to close the public hearing.

Motion by Councilor William A. Andrews.  Seconded by Councilor Margaret L. Dudley.  The motion was unanimous by the six members present.  Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Nancy F. Binns, Margaret L. Dudley, Ronald E. Faford and William E. Gonyea.  Councilor Jacqueline Zahn was excused.

VOTED to adopt amendments to the ordinances of the Town of Burrillville Chapter 26, Section 26-30, Overnight Parking Prohibited, amended by adding

This ordinance shall take effect ten (10) days after passage.

Motion by Councilor William A. Andrews.  Seconded by Councilor Ronald E. Faford.  The motion was unanimous by the six members present.  Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Nancy F. Binns, Margaret L. Dudley, Ronald E. Faford and William E. Gonyea.  Councilor Jacqueline Zahn was excused.

VOTED to adjourn at 7:03 p.m.

Motion by Councilor Margaret L. Dudley.  Seconded by Councilor William E. Gonyea.  The motion was unanimous by the six members present.  Voting in favor of the motion were Council President Wallace F. Lees, Councilors William A. Andrews, Nancy F. Binns, Margaret L. Dudley, Ronald E. Faford and William E. Gonyea.  Councilor Jacqueline Zahn was excused.
