7-28-2008 Workshop
WORKSHOP of the Town Council held Monday, July 28, 2008 at 6:01 P.M. in the Council Chambers, Burrillville Town Building, 105 Harrisville Main St., Harrisville for and within the Town of Burrillville.

PRESENT:  Council President Nancy F. Binns, Councilors Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville.

MEMBERS ABSENT: Councilor Cynthia L. Roe was excused. Councilors Kevin M. Blais and Wallace F. Lees were absent.

OTHERS PRESENT: Richard A. Bernardo, P.E., Director of Public Works and Engineering Services; Leo Fontaine, Town Engineer; David Aiken and Ron Daignault of Jacques Whitford Co., Inc.; David D'Amico of Casale D'Amico; Alan Benevides and John Borgesi of Woodland Curran.

Relative to consideration and discussion of Sayles Avenue Parking/Traffic Issues, Harrisville Mill Pond Dam and Whipple Avenue Closure.

1.      Sayles Avenue Parking/Traffic Issues

Richard A. Bernardo, Director of Public Works and Engineering Services, introduced David D'Amico of Casale D'Amico, the consultant for the Sayles Avenue proposed project. Mr. Bernardo said that the purpose of the discussion was to review concept plans.

David D'Amico discussed the survey of Sayles Avenue and displayed a plan of three possible alternatives to address parking and traffic issues on Sayles Avenue. The alternatives were reviewed and discussed.

Problems associated with the junction of Sayles Avenue with Pascoag Main, Broad Street, and South Main Street. It was suggested that the plan requires additional work and that discussions should be held with the school bus company, Pascoag Utility District, and Pascoag Fire District. Public hearings with residents, merchants, and the utilities were discussed.

2.      Harrisville Mill Pond Dam

Richard A. Bernardo, Director of Public Works and Engineering Services, explained that the Harrisville Mill Pond Dam project relates to the existing dam with problems. Mr. Bernardo noted that the project is in the design stage and reviewed the process.

Mr. Bernardo introduced Ron Daignault of Jacques Whitford Co., Inc., who showed a PowerPoint presentation relative to the project. Mr. Daignault described the dam, outlined historical maintenance and repairs, discussed hazard ratings and state requirements for dam safety, reviewed the problems with the dam and the recommended repairs. The DEM approval process was reviewed. The phases of the project were reviewed. There was general discussion of the project.

Note: There was a recess before the discussion of the Whipple Avenue closure.

3.      Whipple Avenue Closure

Richard A. Bernardo, Director of Public Works and Engineering Services, introduced Alan Benevides and John Borgesi. Mr. Bernardo explained the voluntary inactive landfill closure program, the progress to date, and the current stage. He discussed the advantages of the voluntary program.

Alan Benevides, P.E. of Woodard Curran distributed a presentation that outlined the project, a copy of which is on file with the record of the meeting. Mr. Benevides discussed his firm's experience. He provided a detailed description of the project need, explained the inactive landfill closure program, and described site investigation objectives, activities and findings. Mr. Benevides elaborated on key site investigation. There was general discussion of the project. Mr. Benevides described development of remedial alternatives.

In conclusion, the three phases of the project were reviewed and final considerations discussed. There was discussion of possible uses of the site after closure.

VOTED to adjourn at 8:25 P.M.

Motion by Councilor Margaret L. Dudley. Seconded by Councilor John M. Karmozyn, Jr. The vote was unanimous by the four members present. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilors Wallace F. Lees and Kevin M. Blais were absent. Councilor Cynthia L. Roe was excused.
