11-12-2008 Regular Meeting
REGULAR MEETING of the Burrillville Town Council held Wednesday, November 12, 2008 at 7:00 P.M. in the Town Council Chambers, 105 Harrisville Main St., Harrisville for and within the Town of Burrillville.

PRESENT:  Council President Nancy F. Binns, Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville

MEMBERS ABSENT:  Councilor Cynthia L. Roe was absent.

1.      Council President Nancy F. Binns led those present in pledging allegiance to the flag.

2.      VOTED to accept the minutes of the regular meeting held October 22, 2008 and dispense with the reading of said minutes.

Motion by Councilor Norman C. Mainville. Seconded by Councilor Wallace F. Lees. The motion carried, six in favor, one absent. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was absent.

Council President Nancy F. Binns announced that several items of special business would be taken up at this point on the agenda.

08-306  Commendation honoring the Finance Department for receiving the Award for Finance Reporting Achievement.

Vincent T. Izzo, Jr., President of the Rhode Island Government Finance Officers’ Association and the New England Government Finance Officers’ Association and Cash Manager from the Rhode Island Treasurer’s Office presented the Award for Finance Reporting Achievement to John P. Mainville, Finance Director and Mark A. Adams, Treasurer. Mr. Izzo commented on the achievement and congratulated the Finance Department and the Town.

08-303  Swearing in of Probationary Patrol Officer Kyle R. Genereux.

Probationary Patrol Officer Kyle R. Genereaux was sworn in by the Town Clerk.  Colonel Bernard E. Gannon, Chief of Police, congratulated Officer Genereaux, noting that his formal oath had been taken in July 2008.

08-304  Swearing in of Sergeant Edmond S. Barrette

Sergeant Edmond S. Barrette was sworn in by the Town Clerk.

08-305  Commendation honoring Detective Sergeant Guy R. Riendeau for receiving the Forensics Participation Award.

Council President Nancy F. Binns presented Detective Sergeant Guy R. Riendeau with a certificate in recognition of the Forensic Participation Award and extended the Town Council’s congratulations.

3.      Public Comment

Michele Badessa of Glendale distributed copies of an offensive letter she had received and asked whether the Town Council members might identify the sender. A copy of the letter is on file with the record of the meeting.

Richard Cote reviewed actions taken relative to his complaint about wood cutting in his neighborhood.

Heidi Laplume voiced disapproval of the letter sent to Ms. Badessa.

4.      General Good and Welfare of the Town of Burrillville

Councilor Blais congratulated Karen Trinque of the Father Holland School on being named Teacher of the Year.

Councilor Margaret L. Dudley announced the Friends of the Jesse Smith Library pie contest, scheduled for November 15, 2008 at the library.

Councilor Margaret l. Dudley announced the Friends of the Jesse Smith Library silent auction scheduled for November 15 through 29, 2008 at the library.

Councilor Margaret L. Dudley announced the Downtown Pascoag Neighborhood Association Victorian Holiday, scheduled for November 29, 2008.

Councilor Norman C. Mainville spoke of having seen a documentary by Benjamin Fortier called "Our Story: Rhode Island Combat Veterans". Councilor Mainville discussed the film and recommended that others see it. Councilor Mainville asked residents to join him in thanking all Veterans.

Councilor John M. Karmozyn, Jr. thanked and commended the Harrisville Fire Department for their support after his daughter’s accident and recognized the efforts of the animal control division for assisting with her dog after the accident.

Councilor John M. Karmozyn, Jr., discussed a mix-up with his daughter’s mail ballot and acknowledged the assistance of the clerk’s office in correcting the problem.

Council President Nancy F. Binns recognized the Board of Canvassers and the clerk’s office for their work during the recent election.

Councilor Kevin M. Blais congratulated newly elected officials and thanked staff, candidates and voters for their election-related efforts.

Councilor Kevin M. Blais discussed the steps that he had taken to get his Town Council stipend and health insurance coverage, suggested that he would like to donate his stipend to a fuel fund, and discussed the extraordinary efforts of town employees.

Birthday wishes were extended to Councilor Norman C. Mainville and John P. Mainville, Finance Director.

Michael C. Wood, Town Manager, discussed the RIPTA board meeting scheduled for Monday, November 17, 2008.

08-307  VOTED to adopt a proclamation honoring Selina Bailey on her 90th Birthday, as follows:

Burrillville Town Council
Proclamation

WHEREAS,        Selina Cordelia Bailey was born on November 22, 1918 to Anthony and Selina LeBlanc. She had two brothers, Anthony and Richard Leblanc; and
WHEREAS,        Selina married Kenneth Bailey on June 19, 1941.  Ken and Selina were married for 50 years and had one son, Robert Bailey of Lincoln; and
WHEREAS,        Along with her husband Selina worked for Stillwater Worsted, and she retired from A.T. Cross in 1980; and  
WHEREAS,        Both Selina and Ken enjoyed camping as well as taking trips with the Senior Citizens; and
WHEREAS,        Selina is a member of St. Patrick’s Church in Harrisville, Burrillville Senior Citizens, and Berean Baptist 3 B’s Sewing Circle.  Selina also was a member of the Pascoag Fireman’s Ladies Auxilary; and  
WHEREAS,        As a member of the Senior Citizens, Selina participated in their dance group going to nursing homes to entertain patients.

NOW THEREFORE BE IT RESOLVED that we, the Town Council of the Town of Burrillville on this 12th day of November, 2008 do hereby honor and commend Selina Cordelia Bailey and invite her family, friends and all of the citizens of the Town of Burrillville to join us in wishing her a very happy 90th birthday.

08-308  MOTION to grant a Special Event Entertainment License to apply for the Victorian Holiday on November 29, 2008 to Jane Coutu representing Downtown Pascoag Neighborhood Association.

Motion by Councilor Norman C. Mainville. Seconded by Councilor Wallace F. Lees.

AMENDMENT TO MOTION:  to waive the fee.

The motion, as amended, carried, six in favor, one absent. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was absent.

08-309  VOTED to accept with regret the resignation of Paul A. Roselli from the Conservation Commission, to send a letter of thanks, and to refer the vacancy to the Screening Subcommittee.

08-310  VOTED to refer to the Screening Subcommittee the application from Edmund A. Varin, Jr. for appointment to a board.

Motion by Councilor Wallace F. Lees. Seconded by Councilor Norman C. Mainville. The motion carried, six in favor, one absent. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was absent.

08-311  VOTED to authorize Louise R. Phaneuf to withdraw annual interest from the Burial Lots Fund for the maintenance of cemeteries.

Motion by Councilor Norman C. Mainville. Seconded by Councilor John M. Karmozyn, Jr. The motion carried, five in favor, one recusal, one absent. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Wallace F. Lees recused. Councilor Cynthia L. Roe was absent.

08-312  Correspondence from Louise R. Phaneuf, Town Clerk, regarding the appointment of an alternate member of the Board of Canvassers.

Council President Nancy F. Binns nominated Alice Lavigne to serve as an alternate member of the Board of Canvassers.

VOTED to appoint Alice Lavigne as an alternate member of the Board of Canvassers.

Motion by Council President Nancy F. Binns. Seconded by Councilor Norman C. Mainville. The motion carried, six in favor, one absent. Voting in favor of the motion were Council President Nancy F. 08-313  VOTED to grant the request of Michael C. Wood, Town Manager, for $6,000 in supplemental funding in the Town Manager’s account to retain the part-time administrative aid.

Motion by Councilor Norman C. Mainville. Seconded by Councilor John M. Karmozyn, Jr. The motion carried, six in favor, one absent. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was absent.

9.      Town Clerk/Communication:  

08-314  VOTED to receive and file the correspondence from David W. Fish, P.E., Rhode Island DOT, regarding the change in posted weight limit to 10 tons on the Shippee Bridge.

Motion by Councilor Norman C. Mainville. Seconded by Councilor Margaret L. Dudley. The motion carried, six in favor, one absent. Voting in favor of the motion were Council President Nancy F. Binns and Councilors Wallace F. Lees, Kevin M. Blais, Margaret L. Dudley, John M. Karmozyn Jr. and Norman C. Mainville. Councilor Cynthia L. Roe was absent.

03-315  Correspondence from Kathleen Viera Beaudoin, Town Clerk, Town of Portsmouth, regarding the Portsmouth Town Council’s request for support of a resolution opposing the Medicaid Reform/Rhode Island Global Consumer Compact Waiver Application.

08-316  Correspondence from Wendy J.W. Marshall, Town Clerk, Town of Middletown, regarding the Middletown Town Council’s request for support of a resolution opposing the Rhode Island Department of Elderly Affairs RIDE transportation co-share.

VOTED to not support opposition of the Rhode Island Department of Elderly Affairs RIDE transportation co-share.

Motion by Councilor Margaret L. Dudley. Seconded by Councilor Wallace F. Lees. The motion carried, six in favor, one absent. Voting in favor of the motion were Council President Nancy F.
