SPECIAL MEETING of the Burrillville Town Council held Wednesday, November 18, 2009 at 7:00 P.M. in the Town Council Chambers, 105 Harrisville Main St., Harrisville for and within the Town of Burrillville.
PRESENT: Council President Nancy F. Binns, Councilors Wallace F. Lees, Robert A. Bishop, Margaret L. Dudley, Kevin D. Heitke, John M. Karmozyn Jr. and Norman C. Mainville.
MEMBERS ABSENT: None
1. Members of Pascoag Cub Scout Pack 1 and Boy Scout Troop 100 Pascoag led those present in pledging allegiance to the flag.
Council President Nancy F. Binns welcomed the scouts and other residents to the meeting.
2. Question of accepting the minutes of the regular meeting held October 28, 2009, the workshop held October 28, 2009, and the public hearings held October 28, 2009 and dispense with the reading of said minutes.
Councilor Norman C. Mainville asked that the draft minutes be amended to include birthday wishes to John P. Mainville.

3. Public Comment
Michele Badessa of Glendale asked about the video camera located in Council Chambers. Plans to begin recording meetings by the end of 2009 were noted.
4. General Good and Welfare of the Town of Burrillville
Councilor Margaret L. Dudley discussed the Jesse M. Smith Memorial Library silent auction scheduled to continue until November 28, 2009. Councilor Dudley noted that proceeds would benefit library programming.
Councilor Margaret L. Dudley announced the Victorian Holiday scheduled for Saturday, November 28, 2009 from 3:00 to 8:30 p.m. in the Downtown Pascoag area.
Councilor Margaret L. Dudley wished Council President Nancy F. Binns good luck on her upcoming surgery.
Councilor Kevin D. Heitke directed people to the H1N1 flu hotline established by the Rhode Island Department of Health.
Councilor Robert A. Bishop discussed the route of the fire truck parade scheduled during the Victorian Holiday.
Councilor John M. Karmozyn discussed the Ocean State Power awards ceremony and congratulated recipients. Council President Nancy F. Binns concurred and discussed the grants awarded by Ocean State Power.

09-295 VOTED to adopt a proclamation commending Matthew Norman on his elevation to the rank of Eagle Scout, as follows:

Proclamation
WHEREAS, Matthew Norman is the son of Therese and Perry Norman and lives on Victory Highway in Burrillville; and
WHEREAS, Matthew Norman is a member of the Boy Scout Troop 100 Pascoag; and
WHEREAS, Throughout his scouting career, Matthew has spent significant time and effort working to help his community and Scouting District. Matthew has logged 164 service hours both in the community and assisting fellow scouts on their Eagle projects; and
WHEREAS, Among his other accomplishments in the Boy Scouts, Matthew has accrued 214 nights of camping, many in support of District events, has hiked a total of 245 miles and has earned fifty merit badges; and
WHEREAS, Matthew served as his Crew’s Chaplain’s aide on the Troop’s trip to the Philmont Scout Ranch in Cimarron, New Mexico, as Senior Patrol Leader, Troop Guide, Instructor, Assistant Senior Patrol Leader, and currently serves as Junior Assistant Scoutmaster; and
WHEREAS, Matthew also completed White Stag Leadership training, and was elected to the Order of the Arrow where he achieved the level of Brotherhood; and
WHEREAS, Matthew Norman recently completed his journey toward Eagle Scout by undertaking the project of cleaning, repairing and restoring the stained glass windows at Saint John’s Church in Slatersville, Rhode Island; and
WHEREAS, Matthew Norman is currently a high school senior and has ambitions to pursue a college degree in mechanical engineering.
NOW THEREFORE BE IT RESOLVED that we, the Town Council of the Town of Burrillville on this 29th day of November, 2009 do hereby honor, and commend Matthew Norman for the successful elevation to the rank of Eagle Scout and all of the accomplishments that entails and wish him well on his advancement through the ranks of the Boy Scouts and in all of his future endeavors.

MOTION 1) to award the bid for asbestos abatement at the Legion Hall, Victory Highway, Nasonville, to CCS Environmental in the amount of $7,500; and 2) to award the bid for demolition of the Legion Hall, Victory Highway, Nasonville, to Pond View Excavating in the amount of $7,100.

The Burrillville Town Council Rules of Order are hereby amended as follows:
RULE 1 – MEETINGS, § D. Public Hearings.
1. Time of Hearings. Notice of all public hearings shall be posted in accordance with the Rhode Island Open Meetings Act and all other applicable state and local laws and ordinances. Public hearings shall be included as part of the regular business of the Town Council at any regular meeting unless scheduled otherwise by vote of the Town Council or at the call of the Town Council President.
2. Order of Business. The order of business for a public hearing may vary, depending upon the type of hearing that is being conducted. Discussion: Councilor Margaret L. Dudley suggested that the town consider consolidating services with neighboring communities. Councilor Dudley discussed Municipal Court, school administration, and dispatch, engineering and police services, as examples. Michael C. Wood, Town Manager, noted that consolidation of services is included on the Town Council Goals and Objectives, reviewed on-going efforts, and discussed the current dialogue with other communities. The Town Council discussed the various proposals and supported continued investigation. There was discussion of pending budget problems and acknowledgement that municipalities cannot resolve the State’s issues.
