5-15 Please explain in detail when oil will be involved in the operation of the facility.
The plant will be operated on low sulfur diesel oil only during periods of natural gas curtailment or supply interruption. This is expected to occur only when there are extended periods of extremely cold weather (like the “polar vortex” of 2014). There have only been a few occasions over the past several years in which the unit would have operated on oil, and our estimate is that on average there would be less than 5 to 10 days per winter where oil operations would be needed. This will vary from year to year. As an example, this past winter there would have been zero days of operation on oil.
