When does DEM get involved?

The RI Department of Environmental Management (DEM) is already involved.  In addition to the advisory opinions DEM is required to submit to the EFSB by September 10, 2016, separate air and wetlands permits must be approved by DEM.

Air and wetlands permits are not advisory. The review process is separate and will, most probably, extend beyond the time period the EFSB has to make its decision on the CREC project. The most likely scenario if the EFSB is inclined to approve the project is that the EFSB would make an approval SUBJECT to (or contingent on) these particular permits being issued by DEM.
