The RI Wildlife Action Plan identifies habitat fragmentation as one of foremost threats to Rhode Island's biodiversity, including State-listed plants and animals and other Species of Greatest Conservation Need. Given the weight of this threat in an already fragmented landscape, the best course of action is to avoid further fragmentation to the greatest extent practicable, to focus conservation on the best and least impaired blocks of habitat, and to focus restoration efforts on restoring connectivity of intact habitats rather than to continue to fragment landscapes and look for mitigation elsewhere
