Unfortunately, notwithstanding the additional information provided, a detailed explanation supporting the conclusion of the "harm to the environment that this project would cause" with respect to fish and wildlife and beyond that which was already provided in DEM's Advisory Opinion is still not possible. The ecology of a place, or the relationships of its organisms to their physical environment and to one another, is extremely complicated. No one survey, no matter how well conducted, will produce a comprehensive answer to the value of an ecological community or the scope of harm caused by its compromise.
