Power Plant – EFSB happenings

Direct Testimony filed

This week, much discussion of the proposed power plant centered on pre-filed direct testimony.  According to the Energy Facility Siting Board (EFSB) rules, “each party shall file with the Coordinator all direct testimony in writing and copies of all documents and other evidence that the party proposes to introduce at the final hearing”. That’s exactly what’s been happening.

Following an agreed upon schedule, Invenergy filed their direct testimony on July 3, 2017. It’s posted on the EFSB website.

Other parties’ direct testimony was filed on or before August 7, 2017. Follow this link to a summary of the Town of Burrillville’s direct testimony. In particular, Council President John F. Pacheco III submitted testimony that gets to the heart of the matter for many residents of the Town of Burrillville and the entire state of Rhode Island. The Town’s been well represented through expert testimony. Each summary of the experts’ testimony includes a link to the entire document.

Next on the schedule

In their order, the EFSB determined that supplemental information from the Burrillville Building Inspector, Rhode Island Department of Transportation, Rhode Island Department of Environmental Management, Rhode Island Statewide Planning and the Rhode Island Department of Health would assist the Board in assessing the application. Those supplemental advisory opinions are due in the coming week – that is the week of August 14, 2017.

September 1, 2017:          All parties must submit their rebuttal testimony. They must also address the contents of the supplemental advisory opinions. These filings are due September 1st.

September 27, 2017:       All parties must submit their surrebuttal testimony. That is the response to the opposing parties’ rebuttal. Supplemental advisory opinions may also be addressed. These flings are due September 27th.

EFSB public hearing

Don’t forget! The Energy Facility Siting Board has agreed to an additional public hearing here in Burrillville. We are told no firm date has been set. The timing was intended to come after residents had sufficient opportunity to review direct testimony so we expect that date to be confirmed some time soon.
