Public Notice - FEMA Hazard Mitigation Grant Program Funding

PUBLIC NOTICE

Pursuant to Executive Order 11988 (Floodplain Management) and 11990 (Wetlands) and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations (CFR) Part 9, FEMA hereby provides final notice of its decision to provide Hazard Mitigation Grant Program funding for an action located in a floodplain and wetland. Funding would be provided through the Rhode Island Emergency Management Agency to the Burrillville Sewer Commission to implement Resiliency Improvements to the existing wastewater treatment facility and collection system.

The proposed action is located on Clear River Drive in Burrillville, RI 02830. The project is for the implementation of resiliency improvements at four (4) locations including the wastewater treatment facility and three (3) pump stations (Glendale, School Street, and Beach Road). Work to be completed includes the raising of electrical panels/components; and the installation of waterproof hatches on both wet wells and dry wells, waterproof manhole covers, deployable barricades, a flood berm, a flood break, and dewatering pump(s).

Portions of the project are located within a mapped special flood hazard area (100-year floodplain and 500-year floodplain). The proposed action includes both the elevation and flood proofing of portions of these facilities which would allow the system to remain operational during significant flood events. A map of the area is available upon request.

Alternatives to the proposed action were considered including 1.) the Relocation of the Existing Facilities and 2.) the No Action Alternative. Relocation of the facility was not practicable due to associated costs and the No Action Alternative would leave the system vulnerable to both flooding and potential operational failure. The proposed action would protect existing critical infrastructure and conforms with applicable flood protection standards.
