Agenda Item – The question of accepting the Minutes of the Regular Meeting of April 11, 2023 and the question of dispensing with the reading of said Minutes.
Voted – Mr. Joubert made a motion to accept the Minutes of the Regular Meeting of April 11, 2023 and to dispense with the reading of said Minutes. The motion was seconded by Mr. Nolan. All in favor, so voted.

Old Business: Presentation of Superintendent’s Updated Budget Proposal

2022 Annual Rhode Island Residential Sewer User Charge Survey
Mr. Emond gave a brief overview of the proposed budget.
Voted – Mr. Andrews made a motion to accept the budget for presentation at the public hearings. The motion was seconded by Mr. Nolan. All in favor, so voted.

Voted – Mr. Rouleau made a motion to authorize the Chairman to sign and pay RI Infrastructure Bank Pay Request #15 in the amount of $6,554.50, including Exhibits A, F, G and H. The motion was seconded by Mr. Nolan. All in favor, so voted.

Copper Discussion
Mr. Dyment stated that he received the order of approval for the Headworks and Oakland Pump Station, which includes the revised SRF Program Certificate of Approval Review Checklist. The Certificate of Procurement ensures that proper procedure is followed. Mr. Dyment and Mr. Emond sent emails to vendors for the RAS Pump Procurement. Mr. Dyment stated that the bid should be advertised five (5) to six (6) weeks ahead of time. He will also personally reach out to known bidders. Mr. Dyment stated that Bill Richtarik is currently working on the PAC Copper results.
Voted – Mr. Nolan made a motion to accept the Engineer’s Report. The motion was seconded by Mr. Joubert. All in favor, so voted.
Attorney’s Report:
Mr. Kane stated that this month he worked on a personnel policy, the BETA contract and a letter to the owners of a property on Spring Lake Rd regarding sewer use billing.

Permit Excursions
There were no permit excursions to report for April 2022.
The most recent permit excursions were two permit excursions reported in the month of October 2022, both for daily maximum Copper. The first excursion was on October 6th and the second on October 13th with the results reported as 16.1 ug/L and 11.4 ug/L respectively. The daily maximum Copper limit is 10.6 ug/L
Callout Alarms
There were three (3) callout alarms at the wastewater treatment facility for April 2022.
4/1/23 – Phos System Alarm – Phosphorus removal system influent wet well level transducer malfunction. Wet well reading high at 9.5 feet, causing all three influent pumps to run at 100%, which emptied wet well. Transducer controller was reset and level was again reading correctly.
4/8/23 – High Blended Sludge Tank – Mixer started and caused High Blended alarm. Purged Blended Tank #1. Level went down to 8.48 feet. System returned to normal.
4/12/23 – Transfer Switch Failure – Power bump caused primary clarifier rake arms to trip. Reset all electrical.

Pump #1 clogged. Pump #2 could not keep up. Pulled Pump #1 and cleaned out rags. Changed rotation to Pump #2 Lead and Pump #1 Lag.

High Wet Well
Clogged with rags. Back-flushed and pumped down wet well.
3. OTHER ACTIVITIES & CURRENT ISSUES
4/11/23 – Eagle Peak Pump Station Pump #2 had failed. Joe D’Agostino of Apple Valley Alarms and crew switched out Pump #2 with recently rebuilt pump (formerly Pump #1). Level transducer works, but needs to be replaced. Crew brought old pump to plant.
4/12/23 – Interviewed by Matt Bizer of RIDEM regarding Resiliency from 11am-1pm. RIDEM inspector Jack Segal accompanied him.
4/13/23 – New Siemens level transducer comtroller for the Phosphorus Removal System influent wet well was replaced as it was determined the unit was faulty from the issues experienced on 4/1/23.
4/13/23 – Results for the Q3 Bioassay received from Phoenix Lab. Both the Acute and Chronic portions of the tests PASSED.
4/14/23 – Veolia pumped out three pump station wet wells, primary scum well and grit discharge channel of rags and grease. Decanted water at head works and disposed material at RIRRC landfill.
